[TASK] Integrate Languages and Countries into the extension and remove static_info_table requirement

This commit fixes the "relaxed" dependency constraints, that do not
allow sg_jobs to be installed alongside sg-seo 1.1.3 for example

This commit adds a limit to the language of the job into the department
select field. This way no departments can be selected, that are not the
same language as the job itself. It also adds a sorting to make the
list easier to read.
