CSS/JS not included if RootPage is not on first level

If the RootPage is not on the first level the CSS and JS won't be included.
The issue is located in \SGalinski\SgCookieOptin\UserFunction\AddCookieOptinJsAndCss::getRootPageId(). This function only checks if the first level in the rootLine has the is_siteroot flag.
