Improve order in cookie TCA

    The cookie TCA should reflect the order of the frontend table:

    1. Name
    2. Provider
    3. Lifetime
    4. Purpose

    Currently, Lifetime and Purpose are switched:

    To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
