[TASK] Add .editorconfig, .gitattributes and .phpstorm.meta.php

  • .editorconfig defines some basic file formattings
  • .gitattributes excludes files from composer packaging
  • .phpstorm.meta.php is a helper file for PhpStorm for autocompleting TYPO3 internal methods
