[FEATURE][BREAKING] Remove old platform version, Update dependencies for recent chef versions, Add basic focal support

This commit adds the rootCA.pem file to the OS location to enable
the site to be called via curl from within the machine (e.g. by a
cronjob with a crawler)

[TASK] Re-enable MySQL strict mode to be consistent with production
