BREAKING Change - ISO codes are used for the mail templates and mails instead of the language id

Currently the iso code is used everywhere, but this contains only the language and not the region. We must use the language id field. sg_comments must be adapted.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
