Google Consent Mode integration for Google Tag Manager

Add automatic support for the Google Consent Mode API.

Requirements:

Editors can map cookie/script groups to Google consents like eg. "analytics_storage"
When a visitor grants consent to such a mapped group, we automatically message gtag() for the new consent state
Support both Basic and Advanced Consent Mode, as per the Google Documentation https://support.google.com/google-ads/answer/10000067?hl=en

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
