Hotfix emit accepted event when external contents are accepted globally before page load

[BUGFIX] Remove useless event emitters and Observers when the External Content group has been accepted globally

[BUGFIX] Always emit and trigger the Accepted Event when showing potential external content, even if the external group has been previously accepted

This reverts commit 768ad805

- Fatal error because of unchecked object type
- Specific cookies could be overridden by other elements on the page

- Unified naming
- Fixed incorrect property calls
